According to an investigation made by the Finnish Ministry for Social Affairs and Health in 2008, the government gambling associations – Veikkaus and FinToto – together have a market share of 45 percent of the total Internet gambling market in Finland (it should be noted that this market share, according to recent figures, is increasing). The turnover for the government gaming associations regarding Internet games for 2009 was €440.9 million. At the moment there is no entity in Finland that provides Internet casino games, such as Internet poker. However, as mentioned earlier, in January 2010 the Finnish government permitted RAY to organize casino games also via the Internet. RAY is now preparing to launch their Internet casino games.
Finland has a regulated gambling market with state-licensed gambling monopolies. The current Lotteries Act constitutes the basis for this structure. Companies wanting to operate in Finland must be granted a license; operating without a license is considered illegal.
